Jarvinian Innovation Helps Globalstar Turn Satellite Spectrum into an Abundant New Source of Mobile Broadband Capacity

Cambridge, Massachusetts - November 30, 2012  

On Tuesday, November 13th, Globalstar (symbol: GSAT) petitioned the Federal Communications Commission (FCC) to permit flexible terrestrial use of the company’s Mobile Satellite Service (MSS) spectrum.  Called AWS-5, this proposed terrestrial service will significantly increase mobile broadband capacity in the United States and accelerate availability of critical spectrum resources in support of the FCC’s ambitious National Broadband Plan.

A cornerstone of AWS-5 is a groundbreaking utilization of wireless spectrum called “TLPS” or Terrestrial Low Power Service.  TLPS is a licensed 802.11 based 2.4 GHz service, which is readily compatible with existing 802.11 compliant Wi-Fi devices.  TLPS will permit wireless carriers to deploy extremely dense and spectrally efficient mobile broadband access that takes advantage of an inexpensive and readily available device ecosystem.  Through TLPS, consumers will have a brand new and ultra high performance 802.11 band.  However, unlike traditional Wi-Fi, TLPS will be carefully managed to control interference and retain its extremely high data speed and long-range characteristics.

Today, 802.11 based connectivity represents a bulk of data utilization by carrier devices like smart phones and tablets.  This “Wi-Fi offload” acts as a critical support to conventional wireless network spectrum and infrastructure, which would otherwise be overwhelmed by mobile data demand.  TLPS will add 22 MHz to the approximately 72 MHz of 2.4 GHz spectrum currently available to 802.11 Wi-Fi devices.  This 22 MHz will be part of a managed service offering that enhances the utility of 802.11 data offload and magnifies its effective mobile broadband capacity impact many times.    

TLPS is the brainchild of Jarvinian, which has been responsible for the extensive engineering work behind this innovative new service.  “In response to the wireless spectrum crisis, the FCC has issued a call to arms, which we take very seriously,” said Jarvinian Managing Director John Dooley.  “Spectrum holders must think creatively about how to make the best use of their precious frequency resources.  Through the creation of TLPS and its enabling technologies, we have helped Globalstar take advantage of a unique opportunity to meaningfully impact the looming mobile broadband capacity deficit in the United States.  This service eliminates the usual barriers of device ecosystem development by enabling operation through existing Wi-Fi capable chipsets, and this means that it will reach consumers much faster and over a much broader basis than anything that has been previously contemplated for MSS spectrum”
